Sometimes 'off-shore' just means inland.

In addition to outsourcing to places like India, plenty of jobs are getting "off-shored" to parts of the US where costs are comparatively low. With many of these technical support jobs requiring both a slightly higher education and better English skills, along with time-zone advantages — being able to respond to support calls 24x7 is a big advantage, it is often unclear that the best solution is always in another country. Sometimes offshore just means 'not on the coasts'.
